Dr. E. Penny Clawson, Ed.D.

Chair of the Teacher Education Department and Director of the Consulting Resource Teacher Program

Dr. Clawson has been the chair of the Teacher Education Department since 1983. She brings to her position 15 years of experience at the elementary level. She is a frequent conference speaker and visiting professor. Dr. Clawson earned her M.Ed. from Millersville University and her Ed.D. from Nova Southeastern University.

Master of Education (Consulting Resource Teacher)

Purpose

The Consulting Resource Teacher program at Lancaster Bible College is designed to equip teachers to serve students and educators in an inclusionary setting where the diverse population of students requires general and special educators to collaborate. A Pennsylvania teaching certification as a Reading Specialist is an option of this program.

Admission Requirements

  • Accepted Jesus Christ as personal Savior
  • Bachelor's degree from an accredited institution
  • Transcript of undergraduate studies with GPA of 2.85 or higher
  • A valid teaching certificate at Instructional I level or higher.
  • Autobiographical statement
  • Three letters of recommendation
  • Completed application and fee
  • Interview with program director

Program Design

The Consulting Resource Teacher program is designed for the public and private school educator. Consequently, classes meet during the weekends and throughout the summer.

Program Outcomes

The Consulting Resource Teacher program is designed for the graduate to:

  • Serve as a specialist and resource person within a school setting providing assistance and direction for the school’s staff
  • Classify the laws, regulations, and policies dictating the procedures needed to assist students in inclusion settings
  • Assess the academic abilities of students in order to determine the learning potential and appropriate teaching techniques for each students’ success
  • Design individualized learning programs for the remediation and adaptation for special needs students in the inclusion classroom
  • Create interdisciplinary instruction for integrated learning in the inclusion classroom
  • Differentiate specific learning theories and the evidences of their successes or failures with individual learner types
  • Track the developmental characteristics of children regardless of the special needs evident
  • Identify the distinctive characteristics of students with reading problems
  • Diagnose the reading levels of individual students and determine the strategies required for effective reading instruction for those students
  • Synthesize the results of the assessment, instruction, and observation in making recommendations for a student’s success in the classroom.
