Campus Safety Services, in compliance with recent revisions to the Clery Act and Sex Crimes Prevention Act, are making all of the information listed below available to all members of the LBC family. Please note that all of the information below is contained within the Annual Crime Report but listed here individually for viewing convenience.
       

 

2005 Annual Crime Report

Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act

In accordance with 2002 Revision of the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (formerly known as the Campus Security Act of 1992), each year Lancaster Bible College must provide information on crime statistics and security measures to matriculated students and employees of the College. LBC also provides this information to prospective students and employees. Campus Safety Services submits the Uniform Crime Report annually to the Pennsylvania State Police. Crime statistics for the most recent three-year period are reported. They reflect the incidents reported to Campus Safety Services by official college authorities as defined by the Clery Act.

Campus Sex Crimes Prevention Act

The "Campus Sex Crimes Prevention Act" (section 1601 of Public Law 106-386) is a federal law enacted on October 28, 2000 that provides for the tracking of convicted, registered sex offenders enrolled as students at institutions of higher education, or working or volunteering on campus. As part of the requirements under the 2002 revision of the Clery Act, Campus Safety Services provides the following internet link to the Pennsylvania State Police Web site where information about registered sex offenders, Megan's Law, and sexually violent predators can be obtained. Campus Safety Services

LBC’s Campus Safety Services consists of a Director who reports to the Vice President for Administration, a Campus Safety Supervisor, and a campus safety staff of up to twenty student workers. Safety Officers do not have arrest powers, but act to alert the local police of any activity that may require their attention. All are trained to follow a detailed set of procedures. These involve locking and unlocking facilities, checking lighting, dealing with visitors on the campus and reporting any emergency or unusual activity to the Director of Plant Operations or local police. All Safety Officers are certified in Adult/Child/Infant CPR for the Professional Rescuer. The campus safety staff is not armed, but makes regular patrols of the campus and residence halls from 4:00 p.m. to 7:00 a.m. daily, Monday through Friday and are on duty 24 hours a day on Saturday and Sunday, as well as on breaks and holidays. The safety of students and staff who live on campus is their primary concern and responsibility. The College campus safety personnel and local police, fire and health personnel work closely together to respond to any emergency or incident that occurs on campus.

Crime Reporting Procedure

Safety and Security is a shared responsibility. Students, Staff, and Visitors are encouraged to promptly notify CSS of any suspicious vehicles, activity, or interlopers. Campus Safety Services takes all reports of criminal activity seriously and will respond appropriately. Campus Safety Services can be reached by telephone at (717) 560-8247 or in person at the Campus Safety Guardhouse located east of the Good Shepherd Chapel.

Residence Halls

The College maintains a residence hall staff of Resident Assistants (R.A.’s) and Dorm Assistants (D.A.’s) who are responsible for dormitory regulations and safety. These students live in the residence halls and are on call 24 hours a day. They work with the campus safety personnel in providing safety for our resident students. The ratio of Resident Assistants and Dorm Assistants to students in their dorm sections is 1:16. The residence halls are locked 24 hours a day with either key locks or electronic combination locks. Students are not permitted to enter the residence hall of the opposite sex, except for facilities with designated lounges. All off-campus guests to residence halls must be escorted through the residence hall by a resident. All student dorm rooms and apartments suites have a lock and students are strongly encouraged to keep their rooms and apartments locked at all times.

Curfew

The College maintains a strict curfew each evening for all campus residents and visitors.  The curfew includes the following procedures:

  • All students must be in their respective residence halls at 12:00 midnight on weekdays and 1:00 a.m. on weekends.
  • All campus buildings are secured by campus safety at or before curfew.
  • All vehicles coming on campus after curfew are directed to the campus safety building at the front of the campus where occupants are identified prior to gaining access to the campus.
  • All students arriving on campus after curfew are noted by the campus safety personnel.  Campus safety unlocks the residence facility, allowing residents entrance, and the students’ names and time of arrival are given to Student Development for follow-up.

Solicitation

Solicitation is not permitted on campus, resulting in a minimum of unwanted and unknown visitors to the campus.

Security Awareness

Security awareness is included as part of the ongoing education of our students in new student orientation, chapel programs and residence hall meetings. Information is shared as needed in written campus communications and during chapel times. In addition, the LBC Physical Plant team maintains the College buildings and grounds with a focus on safety and security. They inspect campus facilities regularly and promptly make repairs affecting safety and security. The College campus is well lit, and trees, bushes and shrubs around buildings are trimmed to increase visibility. Finally, the College policy is to notify all students and employees promptly in case of any serious safety or criminal occurrence. In compliance with recent revisions to the Clery Act, Campus Safety has provided a crime summary page that, upon request during normal business hours, is accessible at the Plant Operations Office to all members of the LBC family.

The Student Responsibility

The cooperation and involvement of students themselves in a campus safety program is absolutely necessary. Students must assume responsibility for their own personal safety and the security of their personal belongings by taking simple, common sense precautions. For example, room doors should be kept locked. Valuable items should have non-removable personal identifying marks on them. Cars should be locked at all times with all valuables removed. Students should report any suspicious individuals on campus to campus safety services or College staff. Faculty, staff and administrators are also aware of their responsibility to maintain a safe campus. As the LBC family works together, our campus becomes secure for all of us.

Enforcement of College Regulations

The College aggressively enforces all campus regulations and disciplines those involved in breaking the standards. This includes safety regulations, as well as all other community life regulations. Discipline may involve fines, campus restrictions, suspension from classes or expulsion from College for serious offense.

PEOPLE DEVELOPMENT AND HUMAN RESOURCES POLICY

TITLE:    Sexual Assault

POLICY:  It is the policy of Lancaster Bible College to strictly prohibit any conduct which constitutes sexual assault and to discipline any employee or student guilty of committing such conduct.  This policy is based on the Biblical principals of purity, as well as being a violation of State and Federal Law and the Lancaster Bible College Student Code.

DEFINITION:

Sexual assault is defined as any non-consensual sexual contact, including any improper touching of intimate body parts.  A person who is incapacitated (which includes being under the influence of alcohol or other drugs), asleep, physically helpless, or unconscious is considered unable to give consent.  Further in-depth explanation of sexual assault can be found in A Guide to Surviving Sexual Assault and Rape, available from the Health Services Department, Student Development, and Resident Assistants.

PROCEDURES:

While it is our hope and prayer that sexual assault  would never touch a member of the LBC family, we know that it is  a possibility that a student, or student’s family has dealt with, or will deal with this tragic reality of our society.  If a resident told you that he/she had been a victim of sexual assault, the following guidelines are to be used to address the situation:

GUIDELINES FOR RAPE/ATTEMPTED RAPE:

1. The health and welfare of the victim is of utmost importance!  In the event of a life-threatening injury, dial 911 immediately.

2. Call the campus nurse; the number is 475-1410.

3. Inform an RA or resident supervisor, who will notify the Dean of Students or Assistant Deans.

4. The Dean will then notify campus security, and the Dean of Students will then be responsible for providing notice of any situation affecting the safety of the community, and will report this information to the college President.

5. Never leave the victim alone!

6. Secure the crime scene, and “freeze the scene”, not touching, or removing any evidence.

7. Notify Police.  This can be done either immediately, or by the Dean.  The police will need to interview anyone who may have been involved, including friends, etc.

8. The victim will need to be transported to the hospital immediately after speaking to police, if an ambulance was not necessary.  Do not allow the victim to bathe or shower prior to being seen  by a physician!

9. It is important that the victim is accompanied by either a friend, family member, RA, or staff member.   The college requires two staff members to be present with the victim; the campus nurse, who will either accompany the victim to the hospital, or will meet him/her there, and a representative from the Student Development Department.

10. Remember to take a complete change of clothing to the hospital with the victim, because they will take and keep all the victims clothing for evidence, and these will NOT be returned.

11. CONFIDENTIALITY is of utmost importance.

GUIDELINES FOR SEXUAL ASSAULT (NON RAPE/NON ATTEMPTED RAPE):             

1. Believe the person and suggest that you pray with the victim for grace and comfort.

2. Let the victim know you are willing to listen, but don’t press for details.  Let the victim decide how much he/she feels comfortable saying.

3. Make it clear to the victim she/he is not guilty in any way for being victimized.

4. Don’t make comments about what might have been done to prevent the assault.

5. Be prepared to listen for as long as the victim needs support.  Sometimes friends and family members expect victims to be upset for only a week or two.  Victims often need to talk about their assault for a long time.

6. Encourage the victim to talk with the Deans who may recommend or require professional Christian counseling if the situation warrants this response.  Remind them that you can listen and support them, but you do not have extensive training in this area and speaking with someone else who has had a counseling background, and has worked with victims of sexual assault or abuse, might be of greater benefit.

7. Don’t promise 100% confidentiality.  You will need to inform Deans, seek assistance, ask questions, or express your own feelings and concerns around this issue.  Assure the victim that you will only inform individuals on a “need to know” basis.  Respect and protect their right to privacy as much as possible.

8. Students who are victims of sexual assault should be encouraged to report the crime to authorities for many reasons:

a. Reporting the assault can help victims overcome the feelings of powerlessness they may experience as a result of being sexually assaulted.

b. The report may prevent others from becoming victims.

c. Increased reporting helps college administrators and local officials form a realistic profile of campus crime.

9. The College will change the victim’s academic and living situations after the alleged sex offense, if changes are requested by the victim and are reasonably available.

10. In the procedures of disciplinary action in cases of an alleged sex offense, both the accuser and the accused are entitled to the same opportunities to have others present during a disciplinary proceeding, and will be informed of the College’s final determination of any school disciplinary proceeding with respect to the alleged sex offense and any sanctions that is imposed against the accused.

AWARENESS PROGRAMS

The College promotes awareness of sexual assault issues through programs in the resident halls, in the Student Health Center, Student Development Office, and during orientation.  “A Guide to Surviving Sexual Assault and Rape”, issued by the Student Health Center, answers questions most frequently asked by sexual assault victims.  In addition to listing the various persons and offices that can provide counsel, the “Guide” summarizes the College disciplinary process, criminal procedures, and other options for victims of rape and assault.

NOTIFICATION AND REPORTING

The College informs students/employees of both the College disciplinary process and criminal procedures.  Moreover, the College encourages students/employees to proceed with both College disciplinary and criminal charges if the student/employee believes such action is appropriate to the situation.  Reporting that someone has been sexually assaulted does not mean that the individual must prosecute.  Reporting is up to the victim and is informing the police that an assault has taken place.  If the individual hopes to prosecute, evidence must be collected within 48 hours after the assault.  As in cases of sexual harassment, students/employees who believe they may have been subject to an incident of sexual assault may discuss the incident confidentially with any one of a number of appropriate College personnel such as Resident Assistants, Health Services Department, College Pastor, or the Deans.  The victim of assault is encouraged to file a formal complaint and incident report, which can be obtained through the Student Development Office.

DISCIPLINARY PROCEDURES                                                                                                              

The College’s disciplinary process listed in the Student Handbook and Faculty/Staff Handbooks will be followed when a formal complaint is filed with the Dean of Students(Students) or the Office of People Development and Human Resources (Employees). The Dean or Office of People Development and Human Resources will begin to investigate the allegation(s) within 10 working days and notify both the victim and the accused within 5 working days of  the final determination by the College.  If a student/employee is found to have sexually assaulted another person, Lancaster Bible College will immediately dismiss the student/employee from the college.

PEOPLE DEVELOPMENT AND HUMAN RESOURCES POLICY

TITLE: Sexual Harassment

POLICY:

It is the policy of Lancaster Bible College to strictly prohibit any conduct which constitutes sexual harassment and to discipline any employee or student guilty of committing such conduct. This policy is based on the Biblical principles of purity and on Title VII of the 1964 Civil Rights Act and Court decisions.

Sexual harassment is defined as sexual advances, requests for sexual favors and any other conduct of a sexual nature (including sexually explicit language and jokes).

An individual who believes that he or she has been subjected to sexual harassment should make it clear that the behavior is offensive to him or her. If the behavior continues, he or she shall immediately report the conduct to the Director of People Development and Human Resources or to the individual’s supervisor (for employees) or the Dean of Students (for students).

The following procedure will be followed to investigate complaints of sexual harassment.

1. Complainant reports behavior to the Office of People Development and Human Resources or the complainant’s supervisor (for employees) or the Dean of Students (for students).

2. Complainant files Sexual Harassment Incident Report (attached) with the Director of People Development and Human Resources or the complainant’s supervisor (for employees) or the Dean of Students (for students).

3. Within ten (10) working days, the Office of People Development and Human Resources or the complainant’s supervisor (for employees) or the Dean of Students (for students) investigates allegation(s) of harassment.

4. Following the investigation, the accused will be informed within five working days and will be advised of future procedures if any are necessary.

5. If the issue is not adequately resolved for the complainant, the President and the Vice President will be contacted to investigate the alleged incident(s) of harassment.

6. Based upon the investigation, the President will take appropriate action regarding the matter.

LANCASTER BIBLE COLLEGE

PEOPLE DEVELOPMENT AND HUMAN RESOURCES POLICY

TITLE: Substance and Alcohol Abuse Prevention

STATEMENT:

Lancaster Bible College seeks to be a drug/alcohol-free campus, and as such seeks to prevent the use and abuse of chemical substances. Students and staff are expected to abstain from all forms of tobacco, drinking of alcohol (except where prescribed by a physician or taken as part of the Lord's Supper), or the use of illegal drugs (except as prescribed by a physician) whether on the campus of LBC or off the campus. Possessing, buying, selling, or manufacturing of these substances are also prohibited.

GUIDELINES:

1. The College recognizes that students and/or employees may have a drug/alcohol problem and need rehabilitation. Therefore, the College will provide rehabilitation to these individuals in accord with LBC's Health Plan document.

2. The College also recognizes that students and/or employees may have family members who struggle with addiction, may be working with addicts in the course of ministry, or may be teaching curriculum about the dangers of substance abuse. Therefore, the College will seek to provide appropriate information as needed.

3. Literature on substance abuse is available in the Health Services Office and will include:

· booklets on drugs and alcohol

· bibliography/resource list of books available in the College Library

· national information clearinghouses, etc.

· referral list of treatment centers and counselors in the Lancaster County area

4. Annually substance abuse information will be distributed to all students and staff.

5. For students, the disciplinary process for infractions is stated in the Student Handbook and may include suspension or expulsion, as well as possible

6. For employees, as a condition of employment, notification must be given to the College of any criminal drug statute violation in the workplace or any other place, no later than five days after such conviction. Violation of the above policy statement will result in immediate action and may include dismissal from the employ of the College. Legal consequences may also be applicable.
